Just as one datapoint, I have no problem at all with using a 64GB iPad. My iPad is basically a consumption device with most of the content (TV shows, books, youtube videos, etc.) in the cloud and my local storage is just a cache for my content. I think for use cases like mine you can easily make do with 64GB, assuming you have enough iCloud storage for all the rest of your stuff.
