sigh, back in my day you could get an iPhone 3g for two hundred bucks. I miss those days.
No, you could pay $200 for an iPhone 3G and be locked in a 2 year contract.

Most carriers will give you $700 off an iPhone 12 if you "lock in" for 24/30 months. <-- Things are better today :)

Well, sort of. The additional $400 or so was baked into your cell phone service plan... that was why you had to sign a 2 or 3 year agreement (depending on your country) to get that price. But feel free to remember the past as you choose to remember it.

Does it make sense to by any non-Apple CPU model these days?
Unless you need Windows compatibility or run apps that do not support the M1 chip it does not.

Much larger performance/money ratio on the new systems. And if you need a bigger display and can wait they should be coming next year.

FWIW, I really happy moving from 2019 16" and 2020 13" to M1 based Air. Will add a 14" Mxx/M2 next year.
