Very stupid question I’m sure, but what makes a case MagSafe compatible?
Not dumb at all. I wish the article would clarify this.

1) A MagSafe charger/accessory can still be used with the case on

and/or

2) The case itself has magnets like Apple branded ones

Glad to see I’m not the only one a little confused by MagSafe. Is there some feature similar to the original MagSafe with Mac portables? What’s the “safe”?
The original meaning of "safe" for laptops was that you could trip over the cord and it would just quickly detach from your MacBook without dragging it to the floor. Not really sure what it means now on the phone, other than they just wanted to reuse the brand name.

Very stupid question I’m sure, but what makes a case MagSafe compatible?
- MagSafe accessories can continued to be used with the said case. (i.e Apple's chargers)
- The case features magnets, like Apple's own.
