A lot or marquees don't appear on the list because they are owned by their parent brand. The only ones it appears not participating are Aston Martin, Lotus, and Tesla.
I disagree with your assumption. The list of non participants appears to be accurate. I did research and Bentley is not investigating CarPlay at this time (http://appleinsider.com/articles/15/03/13/apple-inc-drives-carplay-adoption-deep-into-the-auto-industry-at-least-outside-of-china). Lexus, which is owned by Toyota but not on Apple's list, is also not considering CarPlay at this time (http://bigstory.ap.org/article/040b2996b1e14ccf81fe19f2232773ef/car-brands-plans-apple-carplay-googles-android-auto). Apple SEPARATELY lists all makes from Fiat Chrysler as CarPlay partners: Alfa Romeo, Chrysler, Dodge, Fiat, Jeep, and Ram. So it would appear that Apple is listing not just "parent brands" but all brands.
