Apple plans to release an entry-level iPad 11 in spring 2025, which begins in March, according to a new report from Bloomberg's Mark Gurman.

The relevant excerpt from the report, with emphasis on the iPad 11 bit added:
During the same spring product release cycle, Apple is planning to launch a revamped iPhone SE, fresh iPad Air models and upgraded iPad keyboards. In that same window, Apple is also now aiming to release 11th-generation entry-level iPads codenamed J481 and J482, the people said.
Gurman did not reveal any new features planned for the iPad 11, but he recently said the device will likely support Apple Intelligence. That suggests the iPad 11 would have a newer A-series chip compared to the iPad 10, and an increased 8GB of RAM. At this point, no major design changes have been rumored for the entry-level iPad model.
A few recent developments already made an iPad 11 launch this year seem unlikely.
First and foremost, Apple lowered the price of the iPad 10 and stopped including a charger with the device in Europe this month, and there is a low chance that Apple would have proceeded with those changes if an iPad 11 was imminent.
Second, Apple's announcement of a new iPad mini in a standalone press release this month further suggests that the iPad 11 is not coming soon.
Apple released the iPad 10 in October 2022 with the A14 Bionic chip.
