PayPal's Digital Gifts eBay storefront today has $50 App Store and iTunes gift cards for $42.50, a savings of 15 percent. As usual with PayPal's card sales on eBay, you'll need a PayPal account to complete the transaction, and the iTunes credit will only be valid on purchases made in the United States. Although the $100 card isn't directly on sale, you can add two $50 cards to your cart today to get $100 worth of iTunes credit for $85 -- which has been the typical sale amount over the past few weeks.

Very possible, I think I'm more confused about why PayPal told him that over the phone than anything else.
I'm guessing this was just a customer service human error and she didn't actually know why it wasn't going through. Everything in my paypal has been confirmed etc for a awhile now so I'm not sure why I couldn't make the purchase. It wasn't a big deal so I didn't call again. Good that you guys were able to!:)
Update on this: I called again today, the customer rep said the same thing. That this seller is recognized as a "high risk" seller and e gifts are a risky thing for paypal's security. She said it has nothing to do with my account and couldn't tell me why 6,000 other people were able to make the purchase and I wasn't. Lol.
Paypal won't let me purchase this, haha. When I called Paypal's customer service they told me that their system won't let people buy from this seller. Which makes no sense because over 5,000 sold and they only accept paypal. Not a big deal but if you're having this problem this is what they told me.
That's weird, I just bought one and it went right through and I noticed the name of the seller was paypal_digital_gifts and they have over 433k of feedback. I'd call them again.
