So this probubly means that all garage devs looking to test their apps outside of an emulator should sit and spin.

Really is any of that needed. No. they just don't want/have not prepared for, to have every tom dick or harry making iPhone software and one of them end-up a hacker.

think about it. Constant contact, no more than 5 devs.

Apple either does not have the resources for or is Dellaying real iphone development.

An emulator, come on. This whole event was a waste, why not just come out and say, come back in june when we are ready?

Huh? Are you confused perhaps - these requirements are specific to the new Enterprise software they are developing (push email, push calendar etc).

Great program and pretty cheap too.

Giving the Enterprise early access to the code is a good idea. The push stuff is already written, so I would think this is the opportunity to battle test it on your own lan and write any custom apps for your enterprise.

No Enterprise moves this fast (3 months until public release), but this program is certainly less than most IT managers signing authority.
